In response to the COVID-19 health emergency, Undersecretary Jennifer Maddox issued guidelines on April 3 stating that the Department of Housing and Community Development expects that all multifamily rental property owners who receive financial assistance from DHCD or one of its affiliates should refrain from raising rents for 120 days that might be otherwise permitted due to the release of revised income and rents figures released by the federal government on April 1.

In reaction to the COVID-19 health emergency, many communities are exploring the idea of providing emergency rental assistance. To help communities think this through, MHP's community assistance team created this checklist to help communities set up an emergency program to support lower-income people who have been impacted. Should be used with MHP's Emergency Rental Assistance Guidelines.
