MHP seeking applications for Technical Assistance Program for MBTA communities (3A-TA)

Massachusetts Housing Partnership (MHP) is accepting applications for technical assistance from the 177 cities and towns subject to the state’s multifamily zoning requirement for MBTA Communities (MGL Chapter 40A, Section 3A). Eligible activities include selecting district location(s); developing use and intensity requirements; using the state’s compliance model to estimate conformance with capacity yield, size, and contiguity requirements; and drafting zoning amendments. To date, MHP’s 3A-TA program has provided free, direct technical assistance from prequalified consultants to over 90 communities.

Expanded technical assistance offerings

Depending on consultant availability, MHP will now also offer technical assistance with the development of site plan review standards; preparation of an economic feasibility analyses (EFA) for affordability requirements; community engagement, outreach and education; and the development of eligible mixed-use zoning development districts per the recent revisions to the guidelines.

Applications will be reviewed and awarded on a rolling basis, dependent on consultant availability. Communities are welcome to apply more than once. Apply here.
