BOSTON, August 12, 2010 --- The Massachusetts Housing Partnership's SoftSecond Loan Program has recognized Citizens Bank with a 2010 "Second to None Award" for its outstanding work making purchase and rehabilitation loans to borrowers buying homes in neighborhoods that have been hard-hit by foreclosure.
